I think the problem you're facing is because you're using Windows's generic
VESA Super VGA drivers which don't work with a lot of machines. You'll
need the Chips&Technology 655XX drivers for Windows 3.1 which is obtainable
from ftp.pcco.ibm.com in /pub/mobiles under the filename VW701321.EXE .

The highest that I've gone on my 701C is 640x480 64K colors, which the manual
says will actually increase battery life an extra 10 minutes compared to
running it at 640x480 256 colors (which is my preferred mode).
