Assuming you are using MS-DOS, you need a device driver in your config.sys.

You can download the IBMCDROM.SYS driver from IBM, or you can use the Future 
Domain driver FDCD.SYS (which works great, and is WAY faster).

The Future Domain driver is included on the IBM CD-ROM support files disk 
that came with my CD-ROM for the DOCK I, however, its existence is told only 
by a one line reference on one of the card inserts, and in a README file 
that, after a page or so of installation instructions, says "oh by the way, 
if you want better performance from your CD-ROM, use the FDCD.SYS included 
in this disk." The installation commands and instructions do the 
IBMCDROM.SYS only.

If you cannot find the FDCD.SYS on your own, you can e-mail me and I will 
help you find it.

PS: I have a 750Ce with a DOCK I and IBM CD-ROM.  PC-DOS 6.3, and Windows 
for Workgroups 3.11.
