There is actually a resource in the registry that controls this "delay".

Believe it or not, it's delayed for a reason.  The delay enables support for
extremely long menus, and/or deep hierarchies, so that you can select the
item before it jumps to the next menu.

I'll have to look up the resource again.  When I find it, I'll post it.
