RIghto. Remember, there was a leap-second added this year!
That's a completely different issue. The leap-second has to do with the
fact that the length of a day varies a bit. The rules about leap-years
have to do with the number of days it takes for the earth to rotate
around the sun. These are separate issues (obviously related in that
both depend on the length of the day), but two quite separate sets
of connections (i.e. 86,400 leap seconds do not make a leap day)
