Battery recharging

I use the pre-installed version of Windows on my TP755CD, rather than 
OS2.  I have noticed that when I "click" on the icon to discharge the 
battery that the battery DOES then recharge, but fails to then 
automatically recharge.  In fact, the only time that the battery is 
recharged is when the laptop is turned off- if you can believe the 
"recharge" light indicator.  Even with a discharged battery and when 
connected to power, the laptop fails to recharge when turned "on."

What should I do?
