addendum to MIC's file format

Lets include, additionally, the following convention:

data for each building will be stored in two files:

 BUILDING_NUMBER.portals
 BUILDING_NUMBER.rooms

to be clear, *.portals is a single file for a building that contains all 
of the portals for that building. *.rooms is a single file for a building 
that contains that building's rooms.

this is all in contrast to bellj's old convention of splitting buildings 
into floors, not connecting the floors, and having the .adjacency. piece 
in the filename (for no clear reason.
