      We need some suitable primitive to permit the construction of portable
      readers.

   If I buy that argument, and I do, then we also need to have
   SYMBOL-VALUE, which opens the EVAL issue.

Care to tell me why a reader needs SYMBOL-VALUE?  I've written several
and never used it.
