Better to have a non-standard controlled vocabulary than no controlled vocabulary.
It’s easier to pass the baton with open architectures.
The “payback” has to include those already performing data entry.
Controlling the cost of data entry is essential.
Once the data entry process works, client applications can be improved and replaced.
