Using Mwave in foreign country

A friend of mine just went to the Netherlands with his thinkpad 755ce
and he can't get his mwave modem to work over there.  It just refuses
to dial even if he enters ATX1 in the modem initialization so it doesn't
detect dial tone.  He did change the country selection to the Netherlands.
I seem to recall this being discussed before but I don't remember what
solution, if any, was offered, short of buying an additional DAA for
each country.
