Homologated for country X means adapted for the technical
requirements of that country's phone system; and/or, approved
for use in country X by whoever runs country X's phone system.
Phone systems do differ slightly in ways that affect modems
and non-homologated modems intended for the US market sometimes
work in other countries, but not always reliably.  In principle
one can get in trouble for using a non-approved modem in some
countries, but it doesn't happen much in practice.
