Subject: R^4 Report pulished outside of academia yet?

Has the R^4 Report been published as anything other than an academic T.R. yet?
I'm looking for a citation other than a T.R. or an IEEE usurped standard.

An old citation I've been using claims it would soon be in an issue of
Lisp Pointers. Did that ever happen?

I just wanted to be sure to ask while there may still be a few people left who
remember what Scheme was, now that all effort in advancing the language seems
to have died.
