   We need some suitable primitive to permit the construction of portable
   readers.

If I buy that argument, and I do, then we also need to have
SYMBOL-VALUE, which opens the EVAL issue.  As much as I would like to
be able to write READ in Scheme, introducing EVAL is more than I am
willing to pay.

Or did you mean that we need to be able to write portable generic
readers, rather than readers for Scheme?
