revive in-progress irix code, onto priv branch...
purge old tcl/tk/blt libs from source tree, forcing use of sys libs,
updating deps to tcl/tk 8.3 on irix (32/64, only 32 tested).
tiff remains in tree for now.  all else i think is gone. state=LI,gli:dev
