Step 3 of Togl update v 1.6:  Adding old local patches.
This is patch 2 of 3.  This is from two sets of changes by bukowski
in feb 2000.  Only affects win32, and may or may not actually matter.
Examine it, and keep or back it out, if/when we support windows again.
(Changes one place to use c++ exceptions, and fixes a type cast.)
