more cleanup to system-specific global make fragments.
should be pretty well behaved now, except things as left commented, and:
- i don't trust all the flags being used yet, esp the sgi sproc flags
  look questionable.  re-check them all later.
- include/lib paths are still not quite perfect, but getting there.
  (notably, locations of X and GL libs on linux is distrib-dependent.)
