another huge heap of cleanups.  notably:
finally resolve the issue of where tcl scripts are stored. (actually
  local/lib/walkthru -- not lib, nor the individual C source dirs,
  altho some with unresolved diffs have been left for future reference
  and later integration, for now.)
finally remove msdevstudio support tree under win32 dir.
full pass over all source in dm and misc modules, plus some others.
a few more small actual bugfixes and commentation along the way.
