BMG todo: incorporate wget

BMG currently uses a locally-written utility to
fetch dxf files from MIT facilities web server.
the public-domain utility "wget," available
under IRIX, seems much more robust (see 'man
wget').

as a simple todo in the BMG build scripts, can
you please get rid of the existing URL fetch
and replace it with wget?
