  Fear, Unceartainty, Doubt.  Often related to something like Microsoft
announcing that they writing a new package years before it ships to
confuse the market and  keep them from buying a competitors [probably
superior] product in the meantime.  They will also announce a huge and
rich feature set only to throw out half of it before it ships.  In the
meantime it allows the vaporware product to take marketshare away from
competitors who can't really compete against something that doesn't exist
yet.

  Does the ~2 years of hype before Win95 shipped ring a bell?  How about
the ~2 years it'll take from the time of announcement before Win97, oh
wait, I mean Win98 ships?
