Proposals compendium

I have mailed hardcopy of a document called "Proposals for a Revised^4
Scheme Report" to everyone who sent their address to Will.  The document
is organized around Will's agenda, and consists almost entirely of
extracts from messages that have appeared on this list.

I also included in the mailing two other documents: (1) edits made to
the numbers and syntax sections of the R^3 report by an ad hoc numbers
committee following last summer's meeting, and (2) the "syntactic
closures" paper by Alan Bawden and myself.  The latter is for
informational purposes only and does not constitute a proposal for
extending the language.
