location server handoff

before patrick leaves, both vitaly and michael should
know how to:

  1) check out & build location server (LS) & clients from scratch

  2) rerun the BMG pipeline, put the BMG "products" in
      the right place to be found by LS precomputation stages

  3) invoke the LS precomputation stages

  3) invoke the LS executables on server, signage etc.

perhaps we can do a demo run-through of this tuesday afternoon.
